NGOs: Does Being a Foreigner Qualify Someone as an Expatriate in South Sudan?

Are foreign experts worth so much? I have kept contemplating, partially failed to understand why do Western NGOs’ top managements bring along with them fellow Kenyans and Ugandans who schooled with some of us at the same schools as experts in our country? Where did NGOs open schools of experiences for East Africans? There is no need for organizations to spend huge amount of dollars on foreigners who have had been doing less than expected for quite long time.

Does being a Kenyan or Ugandan qualify someone as an expert in South Sudan?
These foreign aid workers are plain dealers who have bewitched South Sudan economically. They blindly failed to recognize the existence of educated nationals in the country.

However, Africans are almost educationally equal. The post-protracted civil war in Sudan shouldn’t be taken as an advantage for branding South Sudanese as uneducated. There are South Sudanese who had studied in the West, South Africa than Uganda and Kenya. Are these nationals unable to do anything in their country?

If Prof. Talban Liloyong had branded East Africa as a ‘desert of literacy criticism’, is it anything to celebrate and boast of being an expert from Kenya?

Many East Africans in South Sudan failed to understand that their presence in our country is based on our will and cooperation as neighbors or sisterly countries than their education. These people aren’t contributing something good but exploding our economy. They should acknowledge our generosity.

A Kenyan economist has termed a decision made by the Ministry of Labor, Public Services and Human Resource Development to fire foreign workers who are currently working for NGOs, companies and telecommunications or private sectors in the country as ‘premature and stupid decision’. So why can’t Kenyan government fire South Sudanese workers in Kenya for their stupid decision?

Besides, Babe Cool, a Ugandan singer has also stated on his Facebook page that he is ready to trouble South Sudanese in Uganda if the government in Juba implements its decision to sack foreign workers in the country. Why do Ugandans enforce themselves into South Sudanese affairs?

When the ministry of Interior took a decision to ban Uganda Boda-boda ridders in Juba, people felt it in Uganda as the boys used to send money home and they roared amicably. This is not going to be Boda-boda saga where South Sudanese were targeted in Kampala. It’s a national decision.

All in all, Ugandans are fond of meddling. It’s their nature! Any decision taken by the government regarding foreigners is always being personalized by Ugandans – are Ugandans they only foreigners in South Sudan? If the government in Kenya and Uganda can’t create jobs for you, then it’s not our problem. The decision made by our government to fire foreign workers doesn’t need any foreign reactions.

    First of all Kenyan and Ugands are workers because there is too much and Tremendous BUREAUCRACY in South Sudan in general to day. Can we trust Late John Garang and can we trust Riek Machar,but we hope at least Kiir can leave our people in peace instead of poor self-esteem. I think Southerners need to change.

    Though we know that the intention by the labour minister to issued a ministerial order to dismiss expatriates and replace them with South Sudanese, the minister plan it poorly. It should be drop altogether and start it all over again. The worse part of it was the idea to backdated it, those who are already working must not be forcefully expel, it doesn’t work that way. We are living in a one global village where everyone is a stakeholder. Private businesses and NGOs are only growing, they will still need to employ more workers hence the circular should have targeted future employment and demand businesses and NGOs to make sure any new recruit they make must be only a South Sudanese. In my article which will soon spear here suggested some approaches how the minister and our government can do it if they really care about unemployment in South Sudan.

    I couldn’t agree more with you. Kenyans and Ugandans want to hold South Sudan and South Sudanese hostage.

    Imagine even the lowly Babe Cool, the weed smoker and school drop-out who now makes his living out of singing in Luganda wants to have a say in matters of South Sudan.

    I really support the idea of the youth in South Sudan demonstrating demanding the government implements this decision. Government officials who have their families in these countries are the ones panicking and frustrating the implementation of this directive.

    In fact most of the aid workers are not here for us, they are here for adventure and hard cash. if you want to justify this read a book entitled the “Lords of poverty”. They thrive will in crisis, robbing both the needy and the tax payers in the west.

    They employee Ugandan and Kenyan ladies to warm their nights while the men act as brokers for these ladies. This is the naked truth. I work for an NGO, I have seen it all, trading of bodies with jobs.
    And we don’t need to be told that some Ugandans and Kenyans can do anything including but not limited to leasing their wives or sisters for money or Job including. we must ask these guys to base here, all recruitment must be done here.

    Western NGO’s and other NGO’s are not the work for life,secondly Southerners are too corrupt and also NGO’S can not employ large number of Southnerners. Do not be very stupid,it is the responsibility of government to create privates sector. I think it is a time of political stability and progress instead of LINGERING in government money and than CORRUPTIONS.

      Dear Agumut, you are the reason foreigners continue to say South Sudanese are all illiterate! Just look at your writing: very incoherent and shows the type of person that you are made of. You are obviously fit for cattle rearing or substance farming.

      Agumut and his kinds should not even be sitting in any government office be it at Boma level or in Juba. We are tired of illiterate South Sudanese who continue to generalise their lack of education as on the entire South Sudanese.

      Agumut, there is nothing called Southerners anymore; we are South Sudanese, not the former. Southern Sudanese are the Nuba, Uduk, etc of the Sudan. Go and improve your English language!

    The decision is wise enough and needs people to work hard to achieve its implementation. Cooperation with the government by citizens is needed here, and the government should not hesitate to implement this move despite the outcry and intimidations by the job seekers whose governments have excellently failed to place them anywhere better in their home countries. The way they reacted in words will not sale them well I think.

    Well stated#mangok,u are u we need most in this country. I particularly in Kenya where i received critisms & unnecessary questions about minister for labour move 2expel foreigners who are working in country.to hit back their questions is so simple. I asked them also if there south sudanese working their country de answer is no,then do you makes noise if so we are going 2retaliate in which way? All in all we using our money to pay school fees,hse,&foods,otherwise u are going to suffer if we leave your country because u will miss our expenese in your country.i defeat them without a say again. I wish could have been implemented.

      Since they are prostitutes may be they are international or expertists in prostitutions if at all there are local ones since anything to be foreign is link with expertist and international.

    Thanks alot for this piece of work brother.We the youth must stand up and press the govt to implement the directives of the Minister immidiatly but should not be expelsion but on phase out basis.The Kenyans,Ethiopians and Ugandans must know that this is our country and they have no right to question any of our policies that aims at safegurding the rights and interest of our nationals they should therefore leave us alone.
    We have been to those countries and beyond as refugees,asleme seekers under UN convention which tie all the UN member Countries to a bid by and never did we know that our hosting in those countries is for the exchange of jobs. We still visit those countries ,go for health services and education our people there etc but we pay for those services and promote those institutions and directly growing the economies of those counttries.
    When we were in refugees camps in Kenya and Uganda we were locked out of towns and any short of jobs leave alone private undertakings such as businesses.Today all the Ugandans,Kenyans,Ethiopians and all sort of Nationalities are doing all sort of businesses all over South Sudan without even work permits.
    Today as we are talking we have thousands of fresh and experienced graduates loitering at home without jobs.What is therefore the justification for the noise of Kenyans and Ugandan when we want our jobs back.It is therefore not the responsibility of the South Sudan govt to create employement them or sustand their already lavished family life styles which have been created as a results of the untaxed dollars salaries which they are getting from S.Sudan.
    We the educated and the youth of south Sudan must unite and must stand up,peacefully demostrate and reclaim our jobs from those foreigner for they have already made alot of gains,built houses,educated themselves,their families since before CPA todate.Let they go and press their respective Govt to create for them.
    Our Govt official must not barter trade our jobs with the residence of their families in Adis,Kampala and Nairobi with our jobs

    • South Sudan is Africa’s latest shame in front of white people. The locals live in Tukul while the others drive Hummer, VX lexus and jaguars in Kenya. We see the plates everyday with the Kenyan like flags. Some Kenyans are so ashamed that they avoid white tourists who ask what this tall dark foreigners do for a living. 5 million south Sudanese are facing starvation while you people issue threats. I guess Omar al Bashir was right when he said South Sudanese must rule not be ruled. Even Somalis is making better progress than oil rich SS

Spending millions in Kenya at the IMAX cinema, Westgate mall and Lavington shopping malls shows how much you hate your country. Why not build your country instead of squandering money on Kenyan women. What a shame you say south Sudan should take jobs and even the food comes from Kenya despite you guys having productive land. How about tourism. Will you develop it yourself by threatening people. You received shelter, accommodation and even military training from Kenya and now you abuse us.     In a country where everything is forced into peoples’ neck through Decrees and ministerial circulars, do you expect any good out of it? No. We are a nation of people that do not know what process means. Or to put it more strongly: when a government wants to address issues such as this, they must first study the political, economic and regional implications of the decision. But in our country, it seems that those who live in glass houses think that their neighbours do not throw stones.

    Why can’t the government legislate this process into law and then give a time period whereby the law that governs employment of foreigners are in place and a timeline for implementation is set out. Why the hurry? This gives the government and its many departments to facilitate a process of filling the gap that will be created by the requirement to fill certain positions by nationals. In the absence of such laws that are well thought out, we will continue to face many of the same embarrassments, tarnishing our image and discrediting policy making of the institutions of government. If those who wrote the circular are really cognizant of the interconnectedness of the regional economies to South Sudan, their decision would have been different. But from the way it was written and the clarification that was given by the Foreign minister, who has been acting as a Foreign Appeaser, would have saved us the dithering.
