Corrupt Process for Appointments in the South

June 06, 2008; There is currently a lot of
murmuring and discontent with the process of appointments
within the various departments of the Government of Southern
Sudan. While some of these may be motivated by selfish
political interests, a lot of them are not. Some of these
criticisms come from very responsible, professional people
who have served the movement for twenty years.
There is a lack of clarity and due process
surrounding a number of appointments. Some of these people
do not have the necessary qualifications or experience and
therefore lack the ability to perform their duties properly.
There is a need for technocrats
(professionally qualified people) to be placed in these
positions. Appointments should not be done on the basis of
political or tribal affiliations but on merit.
It is to be noted and lamented that the GoSS
has appointed a number of people to senior government
positions who during the long struggle had little or nothing
to do with liberation war nor were they working elsewhere
closer to the running of the Civil Service Institutions.
However, there is another problem, some
people are simply appointed without the necessary
qualifications and this is confusing to the professionals
who wonder how such and such a person got that position.
As the GoSS and the regional governments
embark on reconstruction issues, appointments such as these
need to be done and seen to be done in a more open and
transparent manner.
This advice is being voiced by responsible
and professional people who are serving and have served the
SPLM and now the Government of Southern Sudan. Some say they
are confused by this. It is therefore a process that needs
to be addressed by say a Public Service Commission.
If this issue is not addressed, it will
weaken government machinery at various levels due to the
lack of necessary leadership skills needed to initiated,
oversee and implement the much needed rehabilitation and
reconstruction plans. (See also the CPA Supplement on Good
